Formulating for Gray Hair by Percentage: The Math
Gray hair has no pigment to modify, so coverage means adding pigment back. The working rule: at 50% gray, half the formula should be a natural (N) shade at the target level, half your tone. Below 30% gray you can usually skip it; above 70% you need N plus pre-softening on resistant hair. The arithmetic is below.
What does percentage of gray actually measure?
It measures how many hairs in a given area have stopped producing melanin — not how light the hair looks. Gray hair is unpigmented, not white-pigmented. There is nothing in it to modify, so coverage is an additive problem: you are putting pigment into an empty shaft, not changing pigment that is already there.
That single fact drives everything below. A tone on its own has almost no opacity — it is designed to modify existing pigment. Applied to a head that is half unpigmented, it produces exactly what you would expect: the pigmented half shifts tone and the gray half comes out translucent, which the client reads as "it didn't take".
How to estimate gray percentage consistently
Assess dry, in daylight, at the root area, in four zones separately — front hairline, temples, crown, nape. Most heads are not uniform, and the front hairline usually runs 20–30% higher than the nape. Formulating to a single whole-head average is how you end up with a covered nape and a transparent hairline.
- Part a clean section and look at the scalp, not the lengths — old color on the mid-lengths hides the true picture completely.
- Estimate in bands, not to the percentage point: under 30, 30–50, 50–70, over 70. The formulation changes at those boundaries and nowhere in between, so precision beyond a band is wasted effort.
- Assess gray percentage and natural level as two separate readings. A level 4 head at 60% gray and a level 7 head at 60% gray need different formulas, and conflating the two readings is the most common consultation error here.
How much natural base at each gray percentage?
The working principle: the proportion of natural (N) series in the mix should roughly track the proportion of gray. Half the head unpigmented, half the formula natural.

Developer, not dilution
20 vol (6%) is the coverage developer for permanent lines. 10 vol frequently under-covers because it does not open a compacted cuticle; 30 vol tends to lift the pigmented hair past target while it works, so you get coverage and a level you did not ask for.
Why do the standard rules contradict each other?
Search this question and you will find three different rules stated with equal confidence. They are not all wrong — they are three notations for the same chemistry, taught by different systems, and knowing which one you are reading is what makes them usable.
School 1 — "half natural, half target"
The proportional rule in the table above. Widely taught because it generalises across brands and needs no product-specific knowledge. Its weakness is that it says nothing about which natural — and at high gray percentages, an N at the target level often reads a half-level light because there is no underlying pigment contributing depth.
School 2 — "use the natural series only, then tone separately"
Coverage first as a single-step N application, tone as a second service or a later refresh. This is the more reliable rule on resistant and 100% gray, and it is what most manufacturer education defaults to for difficult heads. It costs a second step, which is why it is unpopular and why people reach for School 1 when they should not.
School 3 — brand-specific concentrates
Rather than a proportion of an N shade, several brands publish a dedicated coverage additive — the "0" or "00" naturals — added to a fashion shade at a stated amount. Wella writes these as /0, L'Oréal and Matrix as N, Schwarzkopf's Igora as -0, Goldwell as N. The notation differs; the function does not.
Which one to follow
Use School 3 when you are working inside one line and it publishes a coverage additive — it is the most precise. Use School 1 when you are moving between brands and need a rule that travels. Use School 2 on anything resistant or over 70%, where a compromise formula is how coverage fails.
What makes gray hair resistant, and what changes?
Resistant gray is a cuticle problem, not a pigment problem. The hairs are often coarser, the cuticle lies flatter and more tightly compacted, and the shaft has low porosity — so the mix sits on the surface instead of penetrating within the processing window.
- Pre-soften. Apply 20 vol developer alone, or the line's pre-softening product, to the resistant area for 10–15 minutes and do not rinse before applying colour over it. You are lifting the cuticle so the colour can get in.
- Do not reach for 30 vol. This is the trap. Higher volume does not solve a closed cuticle — it lifts the pigmented hair around it, so you get the same patchy coverage on a lighter, warmer base.
- Time from the full mix. Start the 45 minutes when the colour goes on, not when pre-softening started.
- Strand test. Resistant gray is the case where a formula that works on one client fails on the next at the same percentage and level.
How does gray change the tone you choose?
Removing pigment removes warmth. On pigmented hair, the natural underlying warmth partially cancels the coolness of an ash tone — that is why ash looks balanced on a level 6 brunette. On 80% gray there is no warmth left to cancel, so the same ash shade reads flat, grey-green or smoky.
The correction is to build the warmth back in rather than to abandon the ash: a gold or natural-warm N as the coverage half of the formula, carrying the ash as the tone half. This is also why "she wants ash and she's 80% gray" is a longer conversation than a formula change. The underlying pigment scale explains what is and is not there to cancel.
Three worked formulas
Level 5, 50% gray, target neutral level 6
- 60 g total colour: 30 g 6N + 30 g 6.1 (the tone).
- 90 ml developer at 20 vol if the line runs 1:1.5; 60 ml at 1:1.
- Root first, full 35–40 minutes.
- Mid-lengths and ends in the last 10 minutes if they need a refresh, not from the start.
Level 3, 90% resistant gray, target warm level 4
- Pre-soften the hairline and crown with 20 vol for 15 minutes.
- Without rinsing: 60 g of 4N — all natural, no fashion tone in the coverage step.
- 20 vol at the line's ratio. 45 minutes from application.
- Any warm tone goes on as a separate gloss afterwards, once coverage is confirmed.
Level 7, 25% gray, target ash level 8
- 45 g total: 11 g 8N and 34 g 8.1 — roughly a quarter natural, matching the quarter of the head that is gray.
- 20 vol. At 25% gray you are blending rather than covering; 30 vol only if you genuinely need the level of lift.
- 35 minutes, full time. Ash under-processed reads brassy, not cool.
Application sequence and timing
Gray coverage fails on sequence as often as on formula. The root needs the full processing time; the mid-lengths and ends almost never do, and giving them the same time is how you build up density and go a level dark over successive visits.
- Start at the most resistant zone — usually the front hairline and temples — so it gets the longest exposure.
- Complete the whole root area before touching anything else.
- Mid-lengths at 15–20 minutes in, and only if they need it.
- Ends in the last 5–10 minutes, or not at all. Porous ends grab, and grabbing on gray coverage shows as a dark band.
- Do not add heat to accelerate. It shortens the window unevenly and the hairline is already ahead of everything else.
